In my understanding, Cuihao's work: PoliGraph... is a very good implementation for Privacy Policy processing. However, in poligrapher/scripts/html_crawler.py, it uses 'requests' and online resources to guide crawlers. This network requirement leads to some unnecessary problems, which is fixed in this fork repo.
