Toolbox is a Command Line Interface (CLI) only available on Windows. It is acting as package manager than you can custom upon your will using Toolbox API. Toolbox is a great opportunity to install on your local in a portable way: tools, other CLIs and more. It is giving a complete control how on your development environment should be behave.
