A PPE is a circuit that, given an N-bit input (I) and an additional log N-bit input (P), computes an output (O, j) such that O[j] = 1, where j is the first position beyond P with a nonzero bit in I. The PPE allows specifying a starting point K for the scan, thereby enhancing the priority encoder's functionality.
